The ribbon cutting at Carl F. West Estates was a moment that reminded everyone in the room that what we build is always bigger than the structure itself. Surrounded by project partners, community leaders, and many members of Carl F. West’s own family who were there to honor his legacy, the celebration reflected the true purpose of this development: creating opportunity, dignity, and stability for seniors and grandfamilies in Washington, DC.

Carl F. West Estates brings 179 affordable homes to the Brightwood/Columbia Heights community, including uniquely designed grandfamily units for grandparents raising grandchildren. These homes offer intentional layouts, additional bedrooms, and access to supportive services for all ages. It’s a combination rarely seen in traditional senior housing and deeply needed in the District. Throughout the building, spaces for wellness, youth programming, community gathering, and wraparound support reflect a thoughtful design that puts people first.

One of the most meaningful achievements on this project happened before the celebration: we delivered it early. Finishing a development of this complexity ahead of schedule requires discipline, communication, and a team that treats the schedule as a service to future residents and the community.

The project was brought to life through the leadership of NCBA Housing Development Corporation, the vision and design of Wiencek + Associates, and the support of financing and agency partners including DCHFA, DHCD, HUD, and the tax credit and investment teams. Their shared commitment to long-term affordability helped transform a meaningful concept into a reality that will strengthen the community for decades.
